1. First choose the right type of food packaging manufacturer

“Food packaging manufacturer” is not one manufacturing discipline. A molded-fiber plant, a paper-cup converter, a flexible-film printer, a thermoformer and a metal-can producer control different materials, equipment and failure modes. A strong supplier in one category can be the wrong supplier in another.

Start with the primary package that touches the food. Secondary cartons, labels, cutlery and carry bags can then be consolidated where that improves cost and coordination. Do not let one-stop sourcing obscure the identity of the actual manufacturer for every safety-critical item.

2. Apply five non-negotiable qualification gates

A weighted score is useful only after every safety-critical gate has passed. A low price, attractive catalog or high score in communication must not compensate for an unidentified material, mismatched certificate or failed lid.

Gate 1: the quoted site controls the critical process

Match the quotation, business license, bank beneficiary, factory address and certificate holder. Ask which operations are in-house: paperboard printing and die cutting, cup or bowl forming, bagasse pulping and molding, drying, trimming, coating, lid manufacture, injection molding, counting, wrapping, carton packing and laboratory testing. Outsourcing can be acceptable, but it must be disclosed, approved and traceable.

Gate 2: the supplier can freeze an exact construction

“Kraft bowl,” “bagasse box” and “cornstarch cutlery” are commercial descriptions, not complete specifications. Require a bill of materials with substrate grade, basis weight or part mass, coating/liner chemistry and weight, colorant, adhesive, ink, lid resin, additives, recycled content, surface treatment and every direct- or foreseeable-contact component. A controlled drawing should include dimensions, capacity method, tolerances, pack count and revision.

Gate 3: the manufacturing site controls food-packaging hazards

Review site zoning, personnel practices, pest control, glass/brittle-plastic control, chemical control, cleaning, foreign-body prevention, maintenance, nonconforming product, traceability, recall, food defense and complaint response. BRCGS Packaging Materials Issue 7 or FSSC 22000 Category I can provide valuable third-party system evidence, but the certificate scope and site must cover what you are buying.[10][11]

Gate 4: compliance evidence matches the intended use

Food-contact suitability depends on food type, temperature and duration. FDA’s reference conditions distinguish dry, aqueous, acidic, fatty and alcoholic foods and uses ranging from frozen storage to hot fill and cooking above 250°F (121°C).[2] A room-temperature water-contact report cannot support a hot, oily curry served in the same container.

Gate 5: production-intent samples pass before volume release

Approve dimensions and appearance, then test the actual food, portion, closure, holding time, delivery route and consumer use. The signed sample must identify the material revision and production route. If the supplier changes coating, resin, pigment, factory, tool or sub-supplier, the change should trigger written buyer approval and risk-based revalidation.

3. Use a 100-point scorecard after the gates pass

Use the same evidence request for every finalist. Score what the team can verify—not the quality of the sales presentation. A practical weighting for foodservice packaging is below; raise compliance or line-performance weight for high-risk foods and automated operations.

Set a minimum total score—often 75 or 80—and a minimum for each high-risk category. Record exclusions and open actions. A supplier remains conditionally approved until the actions are closed and the pilot order meets the agreed release criteria.

4. Write a packaging brief before requesting quotes

A quotation is only comparable when every supplier prices the same system. The brief should start with the food and process, not a photograph of a preferred container.

Describe the food and contact conditions

  • Food name, pH range, fat/oil level, moisture, salt, alcohol and any aroma or staining ingredients.
  • Fill or serving temperature; maximum product temperature at pack contact; hot-fill, pasteurization, retort or no thermal treatment.
  • Contact time before consumption, expected shelf life, storage temperature/humidity and whether direct contact is continuous or intermittent.
  • Freezing, thawing, microwave, conventional oven, dishwasher or reuse conditions—only when genuinely intended.
  • Portion mass/volume, headspace, utensils, tamper evidence, leak tolerance and consumer opening needs.

Describe the operation and route

  • Manual or automatic filling, closing, denesting and labeling; line speed and equipment interface.
  • Dine-in, counter takeaway, 30–60 minute delivery, meal kit, retail shelf, e-commerce parcel or institutional service.
  • Stack height, steam venting, condensate, bag orientation, courier handling and maximum delivery hold.
  • Units per day, volume by SKU, forecast by month, launch date, target inventory cover and reorder cadence.
  • Destination countries, retailer standards, disposal claim, language, barcode and importer documentation.

5. Compare materials as systems, not labels

Material selection balances food safety, barrier and strength, equipment behavior, consumer use, disposal infrastructure and cost. “Paper,” “plant-based” or “compostable” alone does not reveal the coating, additive package, heat limit or end-of-life route.

Paper packaging is usually a construction

A paper cup or bowl may include board, a functional barrier, seam/seal materials, ink and a separate lid. Coated paper can be regulated as partly plastic in some single-use regimes. In England, for example, current guidance says relevant restrictions include items wholly or partly made of plastic, including plastic coatings or linings.[16] Ask for a layer-by-layer declaration instead of accepting a “paper” label.

Biobased, biodegradable and compostable are different claims

Biobased describes carbon origin, not end-of-life performance. Commercially compostable means a specified product passed a defined certification scheme for controlled facilities; home compostability is a different, more demanding route. BPI’s public catalog lists certified companies and individual items and distinguishes commercial from home scope.[12][13] TÜV Austria’s comparison also shows that industrial-compost standards use defined elevated-temperature test conditions; industrial certification should not be restated as home compostability.[14] A certified raw material does not automatically certify a thicker, colored, printed or differently shaped finished article.

Before using a compostability claim, confirm the exact SKU and thickness, ink and label, certification mark license, disposal wording and local collection infrastructure. If food residue directs the pack to organics but local facilities reject the material, the theoretical benefit may not be realized.

6. Audit the factory and the real supply chain

Follow one comparable SKU from incoming materials to released cartons. Do not audit a showroom while the quoted product is made at an unnamed partner plant. For a multi-category supplier, build a site map that names the factory, process, certification, tooling and release authority for every item.

Inspect controls that create the product

For paper products, review board and coating identification, ink/adhesive control, printing, die cutting, forming temperature/pressure, seam or bottom sealing, rim geometry, contamination prevention and pack counting. For molded fiber, review pulp/fiber/additive recipes, water quality where relevant, forming, pressing, drying, trimming, moisture control and foreign-body management. For bioplastic tableware, review resin receipt, blending, drying, molding parameters, regrind rules, tool/cavity control and post-molding inspection.

Records that separate control from presentation

  • An anonymized batch record linking raw-material lots, line/tool/cavity, date and shift, in-process checks, packed quantity and release.
  • Approved-supplier controls for paperboard, coating, resin, pigment, ink, adhesive, lid and outsourced work.
  • Calibration and method records for balances, dimensional gauges, temperature controls, leak/fit fixtures and laboratory equipment.
  • A defect catalog defining critical, major and minor defects with photo limits.
  • Traceability and mock-recall results; complaint containment and corrective-action examples with customer details removed.
  • A written change procedure covering material grade, formulation, factory, tool, coating, printing route, pack-out and sub-supplier.

Ask the auditor to select a random finished carton and trace it backward, then select one raw-material lot and trace it forward. A traceability system that works only with a preselected demonstration file is not decision-grade evidence.

7. Understand what food-safety documents actually prove

No single “food-grade certificate” proves a package is safe, lawful, functional and sustainable everywhere. Build an evidence stack: legal-material basis, GMP/site system, exact-product test or declaration, production controls, and use-case validation.

Why “FDA registered food packaging” is weak evidence

FDA states that facilities manufacturing only food-contact substances, including food packaging and closures, are not required to register as food facilities.[4] The regulatory status of a food-contact material instead depends on the status of each substance expected to migrate and its intended use; an effective Food Contact Notification is normally specific to the named manufacturer or supplier and conditions.[1]

If a supplier shows an “FDA registration certificate,” identify who issued it and what activity was registered. It is not a substitute for a compositional declaration and legal opinion. Do not reproduce an FDA logo or describe a package as “FDA approved” unless the exact legal route genuinely uses that term.

EU Regulation 1935/2004 sets general safety and inertness principles for all food-contact materials, and Regulation 2023/2006 requires GMP.[5][7] Regulation 10/2011 adds composition, migration and Declaration of Compliance requirements for applicable plastic materials and layers.[6] Paper, inks, adhesives and multi-material structures may also involve national provisions where no harmonized EU-specific measure exists.

Treat PFAS-free claims as a defined test question

In the United States, FDA reported that PFAS-containing grease-proofing substances were no longer being sold for paper and paperboard food-contact use, and in January 2025 determined 35 related FCNs were no longer effective because the uses had been abandoned.[3] That does not turn an unspecified “PFAS-free” report into universal proof.

For the EU, PPWR Article 5(5) has applied to food-contact packaging placed on the market since 12 August 2026. It sets thresholds of 25 ppb for any targeted PFAS, 250 ppb for the sum of targeted PFAS, and 50 ppm for PFAS including polymeric PFAS, with additional documentation where total fluorine exceeds 50 mg/kg.[8] Ask the laboratory which analytical route, PFAS list, quantification limits, sample identity and coating/ink coverage support each threshold; a generic PFOA/PFOS screen is narrower.

8. Build an approval plan that tests safety and real use

A compliant material can still make a poor package, and a leak-free sample can still lack adequate chemical support. Separate regulatory testing, functional testing, manufacturing control and distribution testing. Define the sample, conditioning, method, acceptance criterion and responsible party before testing begins.

Use four distinct sample stages

  1. Catalog sample: confirms general size, shape and handling only.
  2. Material and artwork sample: checks substrate, coating, printing and proposed decoration, while documenting any non-production process.

ISO 2859-1:2026 provides AQL-indexed lot-by-lot sampling schemes.[19] AQL is a sampling-plan parameter, not permission to ship a guaranteed percentage of defects. Classify food-contact contamination, sharp fragments, gross leakage or wrong material as critical where risk analysis supports it; then define inspection level, sample size, acceptance/rejection numbers and tightened-inspection triggers in the purchase specification.

Validate the shipping unit, not only the food container

Disposable food packaging is light but bulky and can be crushed, warped or contaminated when cartons absorb moisture. Use a distribution procedure appropriate to the route: ISTA 3A, for example, is a general simulation for individual parcel shipments up to 70 kg, not a universal pallet protocol.[20] For containerized imports, add realistic stacking, humidity exposure, palletization, container loading and post-transit lid-fit/denesting checks.

9. How destination country changes supplier selection

The country of manufacture does not decide quality. The destination decides legal evidence, importer duties, product claims and disposal rules. Use one global technical file plus a market appendix for each destination.
